विधिमंडळात पहिल्यांचा निवडून गेलेले आमदार आपले विषय मांडताना काहीसे अडखळताना दिसतात. परंतु, नागपूर शिक्षक मतदार संघाचे आमदार सुधाकर अडबाले यांनी विधानपरिषदेत अर्थसंकल्पीय अधिवेशनात राज्यपालांच्या अभिभाषणावर बोलताना राज्यातील शिक्षण व्यवस्थेची गंभीर स्थिती मांडली. पहिल्यांचा निवडून आलेल्या आमदार अडबाले यांच्या भाषणानंतर खुद्द सभापती डॉ. नीलमताई गोऱ्हे यांनी शाबासकी देत मुद्देसूद मांडणी केल्याची शाबासकी दिली. संपूर्ण आयुष्य शिक्षकी पेशात घालविणाऱ्या आमदार सुधाकर अडबाले यांनी आपल्या भाषणात शिक्षकांची रिक्त पदे, उच्च तंत्र शिक्षण विभागातील प्राध्यापकांची स्थिती, विद्यापीठांचे केले जाणारे स्वायत्तीकरण, जुनी पेन्शन, मराठी शाळांची स्थिती, अनुदानित शाळांचा प्रश्न, आरटीईअंतर्गत प्रवेश आणि प्रदूषण अशा सर्व विषयांना हात घातला.# khabarkattaChandrapur
विधान परिषदेत शुक्रवारी 3 मार्चला सकाळी 10 ते 11.45 या वेळेत राज्यपालांच्या अभिभाषणावर चर्चा करण्यात आली. यावेळी आमदार सुधाकर अडबाले यांनी, देशाच्या स्वातंत्र्याला 75 वर्षे पूर्ण होत आहे. त्यामुळे राज्य शासनाने 75 हजार रोजगार देण्याचे मान्य केले आहे. परंतु, प्राथमिक, माध्यमिक आणि उच्च माध्यमिक शाळांमध्ये तब्बल 57 हजार 755 शिक्षकांची पदे रिक्त आहेत. यामुळे कार्यरत शिक्षकांवर मानसिक दडपण आले आहे. सोबतच आर्थिक भूर्दंड सहन करावा लागत आहे. राज्यपाल नियुक्त आमदारांची पदे भरण्यास चालढकल केली जात आहे. त्याचप्रमाणे शिक्षकांची रिक्त पदे भरण्यासही सरकारकडून वेळकाढू धोरण अवलंबिले आहे.
उच्च तंत्र शिक्षण विभागात 2012 पासून पद भरती बंद आहे. एकच मुख्याध्यापक मान्यताप्राप्त आहे. तर, अन्य शिक्षक हे घड्याळी तासिकेवर काम करीत आहेत. त्यांना अल्प मानधन दिले जात आहे. प्राध्यापकांचीही स्थिती अशीच आहे. येथे पाच वर्षांसाठी प्राचार्यांची नियुक्ती केली जाते. तर, अन्य प्राध्यापक हे अस्थायी आहेत. राज्य शासनाकडून विद्यापीठांचे स्वायतीकरण केले जात आहे. यामुळे शैक्षणिक शुल्क ठरविण्याचे सर्व अधिकार हे संस्थाचालकांना जाणार आहे. त्यामुळे गोरगरिबांच्या मुलांना शिक्षण घेताना मोठी अडचण निर्माण होणार आहे. जुन्या पेन्शनचा विषय गंभीर आहे. त्यामुळे नागपूर अधिवेशनात सुमारे दीड लाखांवर कर्मचाऱ्यांनी रस्त्यावर उतरून आंदोलन केले. यावेळी मृत कर्मचाऱ्यांना ग्रॅज्युईटी आणि पेन्शन देण्याचे आश्वासन दिले होते. परंतु, अद्यापही कोणतीच कारवाई करण्यात आली नसल्याची बाब सभागृहाच्या निदर्शनास आणून दिली. राज्यातील सत्ताधारी सभागृहात जुनी पेन्शन लागू केली जाऊ शकत नाही, असे सांगतात. मात्र, निवडणूक प्रचारात जुनी पेन्शन आम्हीच देऊ शकतो, अशी वक्तव्ये करतात. या दुटप्पीपणाच्या भूमिकेवर यावेळी नाराजी व्यक्त केली. केंद्रात आणि राज्यात एकाच पक्षाचे सरकार आहे. त्यामुळे सत्ताधाऱ्यांनी राज्यातील कर्मचाऱ्यांना तातडीने जुनी पेन्शन योजना लागू करावी.
राज्यात 2001-02 पासून कायम विनाअनुदानित शाळांना मंजुरी दिली जात आहे. त्यानंतर 2009 मध्ये कायम शब्द वगळून अनुदान देणे सुरू केले. 2019 पर्यंत सर्व शाळांना अनुदान मिळणे अपेक्षित होते. परंतु, आजही अनेक शाळा या 20, 40, 60 टक्केत अडकून पडल्या आहेत. या शाळांच्या अनुदानासाठी एक हजार 160 कोटी रुपये मंजूर केले आहे. परंतु, अनुदान देताना संच निर्धारणाची अट घातली आहे. आजघडीला राज्यात संच निर्धारणच झालेले नाही. अशा जाचक अटींमुळे अनुदान मिळण्यास विलंब होत आहे. परिणामी, निधी परत जाण्याची शक्यता नाकारता येत नाही. त्यामुळे सर्व शाळांना अनुदान मिळावे, यासाठी अटी, शर्थी शिथील करण्याची मागणी यावेळी करण्यात आली.
राज्यातील मराठी शाळा बंद होत आहेत. त्यासाठी धोरणात्मक निर्णय घेण्याची गरज आहे. परंतु, अनुदानित शाळा बंद करून खासगी शाळांना प्रोत्साहन देण्याचे सध्याच्या शासनाचे धोरण दिसत आहे. अनुदानित शाळांत डॉ. बाबासाहेब आंबेडकर यांनी संविधानातून दिलेल्या अधिकारानुसार आरक्षणातून रोजगार उपलब्ध होत होता. मात्र, यापुढे खासगी शाळांत आरक्षण लागू होणार नसल्याने हक्काच्या रोजगाराच्या संधी हिरावून घेतली जाणार असल्याची भीती व्यक्त केली. आरटीईअंतर्गत 25 टक्के विद्यार्थ्यांना इंग्रजी माध्यमांच्या शाळांत प्रवेश दिला जातो.
या शाळांना केंद्र 60 टक्के आणि राज्य शासन 40 टक्के अनुदान दिले जाते. परंतु, 2019-20 पर्यंत राज्यातील शाळांना 3914 कोटी रुपये देणे बाकी असल्याचेही आमदार अडबाले यांना सांगितले. सोबतच विदर्भातील प्रदूषण कमी करण्यासाठी उपाययोजना करावी, शेतकऱ्यांना शेतापर्यंत जाण्यासाठी पांदण रस्ते तयार करावे, अशीही मागणी यावेळी करण्यात आली. राज्यातील शिक्षण क्षेत्रात विविध गंभीर प्रश्न असतानाही राज्यपालांनी आपल्या अभिभाषणात एकाही समस्येचा अंतर्भाव केला नसल्याची नाराजीही आमदार अडबाले यांनी व्यक्त केली.

Due to this, there will be a big problem in getting education for the children of the poor. The issue of old age pension is serious. Therefore, about one and a half lakh employees took to the streets and protested in the Nagpur session. At this time, graduation and pension were promised to the deceased employees. However, it was brought to the attention of the House that no action has been taken yet.
It is said that old pension cannot be implemented in the ruling house of the state. However, during the election campaign, they make statements that only we can provide the old pension.
